The Carrus City M (Carrus 204 M) is not a real low floored bus as there are no steps on the inside, but the front and middle doors have one step and the rear door has two. It is still much easyer to board a semi low floored bus like this than a normal (old) bus. Some of these buses even seem to have some kind of a foldable ramp (that forms a step when folded) for the middle doors. This type of bus is cheaper than a low floored bus and it is also easyer to fit more seats in it. The added space for suspension also probably eliminates the need to use electronically controlled suspension to achieve a smooth ride. For these reasons this is a popular choice on longer regional routes.

HKL uses extra cushioning for the seats on these buses, whereas Stagecoach uses simpler interiors than with the City L. On the outside the City M and L are nearly identical and it is nearly impossible to tell them apart without looking at the model name stickers. Both of these buses can be fitted with two different kinds of front bumpers and lights (the choice of bumpers also applies to the City U) which can be seen by looking at the different pictures on this site.
