Developed in cooperation between Scania and the Tampere City Transport Department this is was the first low floored bus to be manufactured in Finland. It is based on the popular Wiima K 202 -model. It is a low entry bus, with a low floor reaching from the front of the bus to behind the middle doors followed by a single step and a slope to the back. The low floored bus is not completely flat as it is slightly higher in the middle with small slopes leading to the doors. There is also a rather large box-like structure on the left side of the bus behind the front wheel, which forces the seats in that area to be mounted directly on the bow with their backs against the wall.

As this is a kind of prototype for later low floored buses we have placed some general information regarding low floored buses into the description of the City L instead of putting it here. The suspension and engine sound insulation of this bus are not of particularily high quality. We often call this bus the Scania 11,3-litre diesel vibrator due to the resonation and noise which is especially plentiful in the back seats when the bus is not moving. There are only a few of these buses in the Helsinki City Region, with more to be found in Tampere.
